Leadership
The State of Israel’s Council for Higher Education (CHE) determines higher education policy for all Israeli universities and supports Mortimer B. Zuckerman Foundation initiatives to promote and encourage globalization and collaboration, including joint programs such as the Zuckerman STEM Leadership Program.
The CHE and the PBC work to develop research and instruction, promote quality and excellence, and make higher education accessible to the entire population.

FACULTY SCHOLARS
PROGRAM
With CHE support and funding, the Faculty Scholars Program – a significant part of the Zuckerman STEM Leadership Program – expanded from four Israeli universities to eight.
The Program enables Israel’s research universities to recruit top candidates from North American institutions. Since 2016, the Zuckerman Program has established 52 labs at Israeli universities, supported by more than $24 million in joint funding from the Zuckerman Israel Institute and the CHE.
POSTDOC SCHOLARS PROGRAM
A landmark partnership born in 2018 accelerated vital academic exchange and collaboration between Israeli, Canadian and American universities.
Joint funding with CHE has given scholars from the US and Canada the opportunity to conduct postdoctoral research in Israel for up to two years. The initiative is critical to Israel’s position as a leader in basic and applied research. It plays a tremendous role not only for scientific achievement but paves the way to open exchange, better understanding of Israel – its history and culture, and produces lifelong ties anchored in mut

Since its historic establishment in 2018, the Zuckerman-CHE Partnership has advanced academic exchange at the highest level. In addition to the Postdoc and Faculty programs, CHE was active in promoting women pursuing STEM research between the years 2020 and 2022. During that period, CHE support provided 28 scholarships to young Israeli women scientists doing postdocs in leading American and Canadian research universities.
FACILITATING STUDY IN ISRAEL
Among the initiatives of the Council for Higher Education, Study in Israel allows scholars to become acquainted with the nation’s tradition of academic excellence, esteemed universities and research centers, and the history and culture of one of the most pluralistic countries in the world.
Through Study in Israel, young researchers can familiarize themselves with the diversity of English language academic programs and research tracks available to them. The initiative also fosters connections between postdocs and leading researchers in their fields.
